# Pupil Premium and Disadvanted Guide

### Pupil Premium v Disadvantaged

Pupil premium (PP) has been paid to support both disadvantaged and service pupil premium (SPP) students.  Some MIS systems don’t make a distinction and have one field for ‘Pupil Premium Indicator’ which includes both pupil premium and service premium students.

 

#### Disadvantaged pupil premium - a definition

The Department for Education identifies disadvantaged pupils as:  

- Eligible for free school meals (FSM) or have been in the last six years (Ever6);
- Looked after children (LAC), or those who have previously looked after by the state, but are now adopted or are subject to a special guardianship order, a child arrangements order or a residence order;

It is assumed that these children are disadvantaged in comparison to others because of low family income, little or no family support (LAC) or lots of school moves all of which have been proven to have a negative impact on progress and attainment when compared to others. The government provides funding, the pupil premium, to allow schools to put interventions into place to try to close the gap between disadvantaged pupils and their peers.

 

#### Service pupil premium - a definition

Pupils attract the SPP if they meet the following criteria:

- one of their parents is serving in the regular armed forces
- they have been registered as a ‘service child’ on the January school census at any point since 2014
- one of their parents died whilst serving in the armed forces and the pupil receives a pension under the Armed Forces Compensation Scheme or the War Pensions Scheme
- pupils with a parent who is on full commitment as part of the full-time reserve service are classed as service children

Schools can check if a student is eligible for pupil premium by accessing the National Pupil Database on **Key to Success**.  This will tell the school why the child qualifies – i.e. because of deprivation (FSM in last six years) or LAC or service child but does not give the dates of FSM.  The dates on key to success are the financial year for pupil premium (i.e. 01/04/2018 to 31/03/2019).

GO 4 Schools cannot infer the disadvantaged status from the pupil premium indicator and the service child field because

- Some MIS systems don’t have dates for service children, so a student who was a service child in the last six years but is no longer a service child cannot be identified from the MIS or in GO 4 Schools.

Nor can we infer the disadvantaged status from the FSM, Ever6FSM and LAC fields from the school’s MIS because

- A school may or may not receive the historical information for a new student from the previous school, so historical dates for FSM may not always be present for students who are eligible for pupil premium by reason of deprivation.
- Adopted from care does not show on the student record in the MIS.

So, a student may have the pupil premium indicator set to TRUE in the feed but FSM, Ever6FSM, LAC and Service Child are all set to FALSE and we cannot establish why this student is a pupil premium student.  The school can find the qualifying criteria for students eligible for pupil premium by downloading the data from Key to Success.

### Student Attributes

Pupil premium, FSM, Ever6FSM, LAC and Service Child are all system attributes that will be populated in GO 4 Schools from the MIS feed.  If you have some students in your MIS who are marked pupil premium because of the service premium (i.e. they are or have been a service child) you may wish to use the special student Attribute for ‘Disadvantaged’ and set it for use in analysis of attainment so that you can monitor this focus group minus the service premium students.  This will also display in the dashboards and residual subject ribbons.

If you use the Key to Success file to populate your pupil premium flag in your MIS, it is important to remember that those students were funded historically and may not be your current pupil premium students.
